The role of Latvia as a member of international society and part of globalization process.

‘’I am the citizen of the world’’, - B.C. proclaim Greek Cynic philosopher Diogenes of Sinope, to his fellow Greek citizens, which he considered unduly politized. Even if in the past this expression had other meaning, then nowadays it can become very important and in author’s opinion can get new interpretation - different from the cosmopolitan. After all 21st century – is a century of almost full globalization, at least, in some world regions (for example European Union). The best proof of high globalization level and it’s importance in the world is situation in the last one and a half years – world crisis. Working together, countries from all over the world can reach extremely high level of development and bring innovation in the politics and economy. As also deeper acquaint all countries with the different world cultures and it influence on their development.

From the beginning of globalization processes the main part in this processes played highly developed countries with good economy. In the future, in author’s opinion, these countries will also remain “engines” of globalization. But the main part of these processes will take developing countries. The example is EU and it’s new members, including Latvia. The countries like Latvia will serve as the best regulators for innovations in the politics and economics in the EU.

Latvia became a member of the EU in year 2004, during the beginning of sharp economic growth all over the world. Foreign investment increase, visa-free regulations and absence of “state” borders, increased the Latvian globalization level. It is difficult to draw old EU countries conclusions about the new EU members. But in the author’s opinion, the new members like Latvia became the scales to estimate European region globalization quality. Sharp economical growth of those countries, showed us how dangerous can the not qualitatively regulated and speculative foreign investments be (for example real estate business in Latvia). In author’s opinion, inflation of 17 % per year is better than 11% GDP growth showed the real level of Latvia’s “qualitative development”. Such countries as Latvia in the EU region can help with the qualitative development of globalization processes and show lack of the standardised legislations of European region. Even in Europe the adjoining states have many differences in their culture, economics and politics. And if the EU and others regions of the world want to continue qualitative and long-term development and further globalization, then it is very important to watch and analyze how today’s political, economical and social processes influence their new members (for example EU policy influence on Latvia). After all, when the next stage of global development and further globalization will start, then new, now only developing countries, will start to join different unions in all over the world, a lot of things will depend on how, nowadays highly developed countries, will help new members. As an example, we will take EU with it’s opportunities in the future, it’s development will depend of how the new members will be protected. Will the new members become the commodity market for the old EU countries or partners, in author’s opinion this will affect the future of the all European region.

The second very important advantage of Latvia is our multinational and multicultural society. After long term being part of the big cosmopolitan union like Soviet Union, in 1991 Latvia has returned it’s independence. But the society still remains multinational and multicultural. And in the author’s opinion, it is the one of the biggest Latvia’s advantages, because it has the good connection not only with EU, but also with Russia, Ukraine and other CIS countries (in Latvia there are living many Russian speaking people).

Latvia has a very big experience in globalization processes. It is independent only 18 years, but is member of EU, NATO, World Trade Organization, etc. And it can share its experience with other countries on their way to globalization and development. Other developing countries can learn from Latvia’s mistakes and positive experience. Old EU countries together with a new members like Latvia are building base for the next step of European region globalization and, maybe, even it can show to the other world countries how to make globalization processes of their region easier and more qualitatively. To make each person in an international society the”citizen of the world”.
